This is another case where simply making a regular polygon or line form would be much easier and faster. For the design shown below, I made the tire by making a 12 sided regular polygon form, clicking the top line in the form form to make it a line form, and deleting not quite half of it. I can copy it for the other tire, but what about the jump stitch between the two?
