Hoop a tightly woven fabric with heavy water soluble stabilizer (such as Badge Master). Then run the first color, trim the fabric in the barred areas, (without cutting your water soluble stabilizer), lay a light water soluble stabilizer over the trimmed fabric and run the second color.
